Performance Contracting
Performance Contracting is a budget-neutral system to increase efficiency at WVU and is simply the means of financing a multi-faceted capital improvement project. Performance Contracting involves an energy service company identifying Facility Improvement Measures (FIMs) that will reduce energy and water consumption as well as guarantee the cost savings associated with each FIM. WVU teamed up with Siemens to perform the analysis of facility operations and equipment to develop the FIM list for each Phase of the project. Since 2009, WVU and branch campuses have invested nearly $40 million with savings of over $16 million. These projects include efficiency improvements, consumption reduction, and capital upgrades to improve the operation and reliability of WVU facilities.
